Our Why
The Oracle Firm, LLC, provides strategic consulting, advocacy, lobbying and government relations services to break systemic barriers that prevent equitable care and treatment with the goal of creating a healthcare system that is inclusive, equitable, and truly meets the needs of all individuals regardless of their race, ethnicity, gender, sexual orientation, or ability to pay.
Called to the community health movement in 2012, Attorney Nichelle A. Mullins, Principal and Founder of The Oracle Firm, LLC, is determined to bring national awareness of the excellent care provided by individuals serving in health centers and the mission of the thousands of federally qualified health centers (FQHCs) in the United States that provide quality health care services to millions of individuals regardless of their ability to pay. Having been immersed in FQHCs as a lawyer, chief executive officer, community member, patient, and parent, Attorney Mullins is a firsthand witness of the lifesaving, comprehensive, and professional care that health centers provide, and that she and her family received.
FQHCs deserve to be recognized as a major, premier healthcare system that is an essential component to America’s core healthcare infrastructure, and their patients deserve access to timely, affordable, and equitable services. Therefore, the Oracle Firm aims to advocate for health centers both, statewide and federally, to eradicate health disparities and to ensure that all patients have access to timely, equal, equitable, safe services, and that health centers have the resources necessary to meet the complex needs of its patients and communities at-large. Utilizing the experience gained working on the ground in community health and partnering with current FQHC leaders and community leaders, the Oracle Firm provides strategic consulting and advocacy services to community-based nonprofit organizations to help advance their organizational mission.
Meet Our Team

Nichelle A. Mullins is the Founder and Principal of The Oracle Firm, LLC. Formally trained as an attorney, Attorney Mullins served as the President and Chief Executive Officer of Charter Oak Health Center, Inc. from 2015 to 2023. Prior to accepting the role as the President and CEO, Ms. Mullins served in the capacity of Chief of Compliance and Legal Affairs for the health center where she oversaw all regulatory and licensing issues, the health center’s compliance program, and all legal matters pertaining to the center.
Charter Oak Health Center is a federally qualified health center that was founded in 1978 and provides quality comprehensive health care to the underserved population regardless of their ability to pay. During her tenure as CEO, Attorney Mullins expanded health center sites from 10 to 17, improved operations, employee morale, and created a healthcare compliance program aligned with regulatory and statutory standards. Attorney Mullins strengthened the organization’s finances and community relationships making it one of the premier health centers in Connecticut. Attorney Mullins was also fortunate to serve as Board Chair for the health center’s primary care association through the COVID-19 pandemic increasing the visibility of health centers throughout the state and increasing access to COVID-19 testing and vaccines. Appointed to Governor Ned Lamont’s Vaccine Advisory Council and selected to co-chair the Allocation Subcommittee, Attorney Mullins was tasked with providing timely and strategic recommendations to the Governor and his staff regarding the allocation and disbursement of COVID-19 vaccines.
Ms. Mullins has served in various professional capacities over the course of her career working to improve the lives of individuals through the legal system and direct service. She began her legal career practicing public finance and employment law at Robinson & Cole, LLP. She then opened N.A. Brooks & Associates, LLC, a private legal practice in her childhood community and served clients in the areas of real estate, small business and not-for-profit counseling and creation, wills and trusts, and family law. Her most meaningful work came when serving as court appointed counsel in child abuse, neglect and juvenile delinquency hearings. After closing her private practice, Attorney Mullins worked as an attorney with the State of Connecticut Department of Public Safety and then as a state prosecutor in Rockville, CT. Attorney Mullins also has a passion for teaching. She previously served as adjunct faculty at Goodwin College and Manchester Community College teaching introductory business law and ethics courses.
Attorney Mullins was born and raised in Hartford, Connecticut. She matriculated from the Hartford Public School system and is a proud alumna of Thomas Snell Weaver High School. Attorney Mullins studied Political Science, African and African American Studies at the University of Michigan where she graduated with a Bachelor of Arts degree in 1997. She earned a Juris Doctor, cum laude, from Syracuse University in 2001 and a master’s degree in health care administration from Walden University in 2016. Attorney Mullins is an ordained minister and is married to the Honorable Raheem L. Mullins, Associate Justice of the Connecticut Supreme Court. Together, they have three beautiful children, Tatiana (28), Nia (13) and Raheem, Jr. (9) and two granddaughters, Elia (5) and Khyori (1).
